Town Plan Update Manteo, North Carolina  A 20-year update of the Town Plan.  This plan was the result of collaboration between a state agency, the municipality and the state university.  It called for a series of community-suggested projects derived from extensive interviews with town residents and their elected representatives.  Its main objectives were to better integrate the various neighborhood within the town, to provide additional recreation places for youth, residents and tourists, to increase public open space, to create an outdoor museum depicting the town historical and economic development, to provide guidelines for the development of commercial and private buildings, to secure access for vehicular and pedestrian traffic, and to establish a "way-finding" system for the town and Roanoke Island.  The plan also provided detailed design guidelines and an implementing ordinance.
